安徽中医药临床研究中心附属医院始建于2004年,位于合肥市铜陵路346号,现有医务人员120人,业务用房(租赁)共计 4500m2,年门诊量6万人次,设置病床120张。随着国家医保全覆盖等惠民政策的实施及人民生活水平的提高,群众的医疗需求也随之增长,而安徽中医药临床研究中心附属医院业务用房等条件简陋的现状,已不能满足政府和人民的需求,医疗条件和就诊环境亟待改善。对此,为了改善合肥市包河区城乡人民医疗服务条件,提高医院的医疗运营效率,安徽中医药临床研究中心附属医院决定在合肥市包河区祁门路与北京路交口新建一座床位数达500张的医院。 该项目已于2010年10月12日取得合肥市发改委关于安徽中医药临床研究中心附属医院建设项目核准的批复(发改核2010325号)。合肥市发改委同意发改核2010325号文有效期自2013年9月2日起再顺延一年。根据发改核2010325号文,本项目占地面积30亩,建筑面积6.5万m2,项目总投资1.2亿元。根据2013年8月29日下发的建设用地规划许可证(地字第340111201300014号),项目总规划用地面积约2.434万m2,根据合肥市规划局2013年9月5日以会规审2013191号文对本项目总平面图的批复,项目总规划用地面积2.434万m2,净规划用地面积1.897万m2,总建筑面积8.095万m2,其中地上建筑面积6.165万m2,地下建筑面积1.93万m2。因此,本次评价以会规审2013191号文为准。主要建设内容包括门诊和住院综合楼、科研办公楼、值班休息中心和营养食堂。项目共设500张床位。 根据中华人民共和国环境影响评价法、国务院第253号令建设项目环境保护管理条例等国家、省、市有关环保法规的要求,安徽中医药临床研究中心附属医院于2014年3月委托浙江商达环保有限公司担本建设项目的环境影响评价工作。浙江商达环保有限公司接受委托后及时组织了技术人员对该项目进行现场踏勘,收集有关资料,对项目有关文件进行了研究,通过工程分析、预测计算、安徽中医药临床研究中心附属医院建设项目环境影响报告书 浙江商达环保有限公司 2 污染防治对策分析等工作,对项目进行了详细的分析和研究,并委托了合肥市环境监测中心站对项目所在区域的环境质量现状进行了监测。在此基础上,编制了本项目环境影响报告书,呈报给环境保护主管部门审批。 本次环评仅对项目施工期和运营期的地表水、大气、声以及固废等环境影响做分析,项目建设运营的辐射影响,不在本次评价范围之内,业主须依据中华人民共和国环境影响评价法、建设项目环境保护管理条例以及关于加强危险废物医疗废物和放射性废物处置工程建设项目环境影响评价管理工作的通知(环办200411号)等相关规定以及有关部门的要求另作辐射环评。 2、环境影响评价的工作过程 2014年3月17日,浙江商达环保有限公司受安徽中医药临床研究中心附属医院委托,承担安徽中医药临床研究中心附属医院建设项目环境影响报告书的编制工作。 2014年3月19日,该项目环评第一次公示在合肥市环保局网站上发布。 2014 年 3 月,根据项目区现有工程建设进度等,对现有工程建设、运行、污染物排放、污染防治措施建设等情况进行调查、汇总。 2014年3月,根据项目单位提供的技术资料进行工程分析,确定评价思路、评价重点及各环境要素评价等级。 2014 年 3 月,委托合肥市环境监测中心站对项目区及敏感点进行环境质量现状监测,对项目区周边企业及敏感点分布进行调查。 2014年3月26日,合肥市环保局对项目下达了环评执行标准的确认函。 2014 年 4 月,项目课题组根据分工进行各专题编写、汇总,提出污染防治对策并论证其可行性,得出项目建设的环境可行性结论。 2014 年 4 月 4 日,该项目环评第二次公示在合肥市环保局网站上发布,并在项目周边小区进行了现场公示,4月6日,对项目所在区域进行公众参与问卷调查。 2014年4月12日,该项目环境影响报告书进入浙江商达环保有限公司内审程序,经校核、审核、审定后,于2014年1月15日定稿。 3、关注的主要环境问题 本次评价主要关注的内容为项目改扩建完成后废气、废水、噪声以及固体废安徽中医药临床研究中心附属医院建设项目环境影响报告书 浙江商达环保有限公司 3 弃物对项目区域的影响。 4、环境影响报告书的主要结论 通过工程分析、预测评价以及选址论证等方面分析,安徽中医药临床研究中心附属医院建设项目符合国家产业政策的要求,选址合理且符合相关规划要求。工程应认真贯彻落实建设项目环保“三同时”制度,将各项环保治理措施落实到位,确保各项污染物的达标排放。工程在采取相应的污染防治措施后,能确保项目对周围水环境、空气环境、声环境造成的影响降到最低,不会对周围环境产生明显不利影响。从环境保护角度分析,该项目的建设是可行的。 安徽中医药临床研究中心附属医院建设项目环境影响报告书 浙江商达环保有限公司 4 1 总 论 1.1评价目的与指导思想 1.1.1评价目的 1、通过对该项目所在区域环境质量现状调查,了解项目地所在区域环境质量现状,并结合该项目特点,确定主要保护对象和保护目标。 2、通过对项目的工程分析及类比医院的调查,确定评价因子、评价方法和评价重点,搞清建设项目污水、废气及固废等污染物产生、排放情况,并预测项目建成后对周围环境的影响。 3、核实医院的污染物排放总量,提出有关的污染治理措施及建议,为管理部门及建设单位的环境管理提供参考。 4、论证工程拟采取的环保治理措施的技术经济可行性与合理性,提出切实可行的建议与意见,从环境保护的角度提出项目建设的可行性结论,为有关部门的决策、项目的实施及工程投产后的环境管理提供科学依据,使工程建设达到经济效益、社会效益和环境效益的统一。 5、从环境保护角度对工程的可行性作出明确结论,为主管部门决策和环境管理提供依据。 1.1.2指导思想 浙江商达环保有限公司 7 1.1.3 技术资料 (1)安徽中医药临床研究中心附属医院委托书; (2)安徽中医药临床研究中心附属医院可行性研究报告及其他提供的相关资料和数据; (3)安徽中医药临床研究中心附属医院污水处理设计方案; (4)项目场址大气、地表水、声环境质量现状监测报告。 1.3评价等级与评价范围 1.3.1评价等级 根据环境影响评价技术导则(HJ2.1-2011、HJ/T2.3-93,HJ2.2-2008、HJ2.4-2009、HJ19-2011、HJ169-2004)中的有关规定,确定本次环境影响评价等级和评价范围。 1、地表水环境评价等级 地表水评价工作等级的划分是由建设项目的污水排放量、污水水质的复杂程度、受纳水体的规模及水域功能而确定的。本项目废水经医院污水处理站处理达到医疗机构水污染物排放标准(GB18466-2005)中预处理标准后由市政污水管网进入小仓房污水处理厂,进一步处理达到城镇污水处理厂污染物排放标准(GB18918-2002)中一级A标准后外排。地表水评价级别判定依据见下表: 表1-1 地表水评价等级判定依据 项目运营期间废气主要为食堂油烟、汽车尾气和污水处理站产生的恶臭。根安徽中医药临床研究中心附属医院建设项目环境影响报告书 浙江商达环保有限公司 8 据本项目的主要污染物排放量、周围地形的复杂程度以及当地应执行的大气环境质量标准等因素分析,本评价工作中环境空气评价等级定为三级。 3、声环境评价等级 根据合肥市噪声功能规划(2012.7),项目所在区域为声环境质量标准(GB3096-2008)规定的2类标准区,根据环境影响评价技术导则(HJ2.4-2009)中5.2.5条的规定,对照本项目情况及周围声环境敏感程度,确定声环境评价等级为二级。 4、环境风险 根据危险化学品危险化学品重大危险源辨识(GB18218-2001)和建设项目环境风险评价技术导则(HJ/T1692004),项目没有重大危险源。依此判断风险评价等级为二级。 1.3.2评价范围 1、地表水环境评价范围 鉴于本项目废水可通过市政污水
