&nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp;环境保护部华南环境科学研究所 &nbsp;1 1 总 &nbsp; 则 &nbsp;1.1 项目由来 &nbsp;儿童是家庭和社会的“掌中宝”,可当前儿科却成为医疗体系的“边角料”。儿科医疗服务关系到新一代健康,容不得半点马虎,让下一代得到更好的医疗服务是每个父母的基本诉求;而儿科由于风险大、任务重、收入少等原因却处在医疗体系的边缘,儿科医疗资源不足、分布不均、儿科人才缺供和流失情况严重。 &nbsp;目前, XX 的医疗机构的数量、 质量都尚未能满足本地居民、在莞生活工作的常住人口的需要,尤其在儿童医疗机构数量和水平上,与 XX 的经济发展、人口规模十分不相符,增设儿童医疗卫生机构、提高儿童专科医疗水平是完善 XX 医疗基础服务的迫切举措。 &nbsp;XX 市是一个人口大市,按照中华医学会儿科分会的统计口径,儿童年龄涵盖 0-18岁人群,则 XX 市 2010 年常住儿童为 126.66 万人, 2012 年末 达到 127.78 万人。而相应的,截至 2010 年底,儿科开放病床位 1754 张,截至 2012 年底, XX 市儿科实有病床位2352 张。每千常住儿童医疗机构床位 2010 年和 2012 年分别为 1.385 床、 1.84 床,这与 XX 省卫生事业发展“十二五”规划每千常住人口医疗机构床位设置 4 床的标准相差甚远,对保障在莞儿童身体健康产生不利影响。 这表明 XX 十分迫切需要增建儿童医疗设施,以保障儿童的身体健康和茁壮成长,进一步提升 XX 的城市综合实力,保障人民安居乐业,共创和谐家园。由于 XX 没有专门的儿童专科医院,因此,组建一所儿童专科医院,是增建 XX 儿童医疗设施的最佳选项。 &nbsp;XX 市儿童医院位于 XX 市 XX 镇西湖区原 XXXX 博爱医院内, 毗邻西湖三路和莞龙路。本项目规划在 XX 市 XX 博爱医院的预留用 地中新建 XX 儿童医院大楼,建筑面积为 85474.85 平方米。 &nbsp;根据中华人民共和国环境保护法、中华人民共和国环境影响评价法、 XX 省建设项目环境保护管理条例( 2004 年 7 月 29 日)的有关要求,该建设项目必须执行环境影响评价制度。为此, XX 市 XX 博爱医院委托环境保护部华南环境科学研究所进行XX 市儿童医院的环境影响评价工作,并编制 XX 市儿童医院环境影响报告书。承担单位在接受委托后,立即收集了相关资料,对现场展开了勘察并开展必要的环境现状监测,在此基础上编制了 XX 市儿童医院环境影响报告书。东莞市儿童医院环境影响报告书 &nbsp; &nbsp;( 2)通过对拟建地现场勘查及资料分析,查清拟建地周围的自然环境、社会经济及环境质量现状,判断区域有无 环境容量 ; &nbsp;( 3)通过类比调查、工程分析,摸清拟建项目的规模和主要内容,分析施工期和营运期的主要污染环节、 污染类型 、排污方式及污染程度,预测对环境的影响范围,提出切实可行的污染防治措施,在达标排放的前提下,制定污染物排放的总量控制指标; &nbsp;( 4)从技术、 经济角度分析和论证拟采取的环保措施的可行性,必要时提出替代方案; &nbsp;( 5)明确拟建项目所处位置是否符合规划要求,并且对拟建项目选址及平面布置合理性进行分析; &nbsp;( 6)从环境保护角度对拟建项目建设的可行性作出明确结论,为主管部门决策和环境管理提供依据。 &nbsp;1.2.2 评价原则 &nbsp;为达到上述工作目的,在实施环境影响评价的工作过程中,把握以下原则: &nbsp;( 1)严格执行国家 环保 总局 总量控制 、 源头控制 的要求,以 清洁生产 为纲,评价拟建项目从源头和运营全过程控制污染的水平。 &nbsp;( 2)加强类比调查,充分利用国内同类型项目的 三废 治理经 验,增强拟建项目环境影响评价的实用性和 可靠性 。 &nbsp;( 3)环评工作坚持有 针对性 、科学性和实用性原则,对拟建项目产生的环境影响及危害给出客观而公正的评价。 &nbsp;1.2.3 评价方法 &nbsp;( 1)污染源源强分析:根据同类污染产排污经验参数,结合建设单位提供的建设项目基础数据进行拟建项目的污染源产生源强分析。 &nbsp;( 2)环境现状评价:主要采用现场勘察、现场监测的方式获得资料,通过对监测数据进行统计和处理进行拟建地环境现状评价。 &nbsp;( 3)环境影响预测分析和评价:采用数学模型、类比实测和专业判断法等技术方东莞市儿童医院环境影响报告书 &nbsp;
