用地文件 &nbsp;附件 4 &nbsp; 购买合同 &nbsp;贵州东城明珠综合休闲中心建设项目环境影响污染防治专项 &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; 31 总论 &nbsp;1.1 项目由来 &nbsp;贵州东城明珠综合休闲中心由贵州东城明珠综合休闲管理有限责任公司投资 2.2 亿元于贵阳市云岩区东山路 217 号中天世纪新城中心环岛立项建设。项目建设用楼为中天城投集团股份有限公司修建,设计为商业经营用途。贵州东城明珠综合休闲管理有限责任公司购买该建筑后进行内部装修, 拟于 2014 年 10 月投入经营使用, 项目经营性质未发生改变。 项目建设面积 20360m2, 设客房、 餐饮、水疗及娱乐健身等项目。贵阳市云 岩区发展和改革局以云发改投备( 2013) 43号同意该项目的备案。由于项目用房为购买建成建筑并进行内部装修,备案性质为更新改造,但其实质性质为新建项目。 &nbsp;根据中华人民共和国环境保护法 、 中华人民共和国环境影响评价法和国务院第 253 号令建设项目环境保护管理条例等有关规定,该项目须办理环评手续, 贵州东城明珠综合休闲中心向贵阳市环保局申请办理环境影响评价手续,经贵阳市环保局审查决定, 由环境影响评价持证单位编制本项目环境影响报告表(含污染防治专项) 。贵州东城明珠综合休闲管理有限责任公司委托中环联(北京)环境保护有限公司对本项目进行环境影响报告表(含污染防治专项)的编制工作( 附件 1) 。我单位接受委托后,立即开展了 详细的现场调查、资料收集工作,在对本项目的环境现状和可能造成的环境影响进行分析后,依照环境影响评价技术导则的要求编制了环境影响报告表(含污染防治专项) 。 &nbsp;1.2 指导思想和编制目的 &nbsp;1.2.1 评价目的 &nbsp;通过实地调查和现状监测 ,了解项目周围的环境状况;对工程的各项设施、功能、总体布局等进行分析。分析项目建设实施后排放污染物的种类、数量和排污方式,预测建设项目的环境影响并提出减轻污染及生态破坏的对策措施。 &nbsp;贵州东城明珠综合休闲中心建设项目环境影响污染防治专项 &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; 61.4 评价标准 &nbsp;1.4.1 环境质量标准 &nbsp;( 1) 环境空气质量标准 ( GB3096-2012)二类区; &nbsp;( 2) 地表水环境质量标准 ( GB3838-2002) III类水质标准(项目水体为 IV水体,按 III类水体管理) ; &nbsp;( 3) 声环境质量标准 ( GB3096-2008) 2类; &nbsp;( 4) 地下水环境质量标准 ( GB/T14848-93)类。 &nbsp;1.4.2 排放标准 &nbsp;( 1) 污水综合排放标准 ( GB8978-1996)三级; &nbsp;( 2)社会生活环境噪声排放标准 (GB22337-2008)2类标准; &nbsp;( 3) 大气污染物综合排放标准 ( GB16297-1996)二级; &nbsp;( 4) 饮食业油烟排放标准 ( GB18483-2001)大型标准。 &nbsp;( 5) 危险废物贮存污染控制标准 ( GB18597-2001)及 2013修改单。 &nbsp;1.5 原有污染情况及主要环境问题 &nbsp;1、与本项目有关的原有污染情况 &nbsp;项目建设地点位于贵阳市云岩区东山 217 号中天世纪新城中心环岛商业 1-3号。项目用楼为中天城投集团股份有限公司建设。完成基础建设后由贵州东城明珠综合休闲管理有限责任公司购入作为经营休闲娱乐的场所。 项目原有用地为当地村民所有土地, 主要为荒地及耕地。 项目用房为新建, 未从事过其他经营活动,无原有污染情况。 &nbsp;2、主要环境问题 &nbsp;项目周边主要为居住商业混合区域,主要环境问题如下; &nbsp; 82 建设项目概况 &nbsp;2.1 项目基本情况 &nbsp;项目名称:贵州东城明珠综合休闲中心; &nbsp;建设地点:贵阳市云岩区东山 217 号中天世纪新城中心环岛商业 1-3 号; &nbsp;建设单位:贵州东城明珠综合休闲管理有限责任公司; &nbsp;建设性质:改建; &nbsp;建设规模:总建筑面积 20360m2; &nbsp;投资规模:项目建筑面积为 20360m2,为项目用房的地面两层,设客房、餐饮、水疗及娱乐健身等项目。 &nbsp;2.2 工程建设内容 &nbsp;2.2.1 工程现有建设情况 &nbsp;项目用房已由中天城投集团股份有限公司建设完全。该建筑共设 4 层,地面二层均为商业用途(见附件 5) ,地下负一、二层为车库。建筑设计之初即明确为商业用途。现内部未进行装修。贵州东城明珠综合休闲管理有限责任公司购买地面 1、 2 层作为商业用。 &nbsp;2.2.2 改建工程内容 &nbsp;项目建设面积 20360m2,项目用房为购买已建商业设施( 附件 3) 。主要业务为休闲娱乐及餐饮。 改建主要在已建设施上增加功能性设施, 如水疗区设置等。项目锅炉以电做能源,空调采用水源热泵机组,均位于负一层(车库) 。项目热水主要通过水源热泵机组加热 提供。项目采用电及城市管道煤气做为炉灶能源。 &nbsp;项目主要工程内容见表 2-1。 &nbsp;表 2-1 &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; 11机压缩成高温高压气体,如此循环在蒸发器中获得冷冻水。 &nbsp;在制热模式时,高温高压的制冷剂气体从压缩机出来进入冷凝器,制冷剂向供热水(建筑供暖用水)中放出热量而冷却成高压液体,并使供热水水温升高制冷剂再经过膨胀阀膨胀成低温低压液体,进入蒸发器吸收低温热源水中的热量,蒸发成低压蒸汽,并使低温热源水水温降低。低压制冷剂蒸汽又进入压缩机压缩成高温高压气体,如此循环在冷凝器中获得供热水。 &nbsp;砂缸过滤器工作原理: &nbsp;过滤器是利用特殊的滤沙将池中的微小污物消除。 滤沙作为清除污物的介质,被装填在过滤器内的腔体内。当仪器处于过滤状态时,含有悬浮的污物微粒的池水由泵压入过滤管路中,再由控制开关引导到达过滤器的出水口。池水经过过滤器,微小的污物被沙床捕集滤除掉。过滤后的清水由过滤器底部经控制开关管道返回到水池。这一整套程序都是连续自动的,且为水池过滤器和管道系统提供了完整的循环过程。 &nbsp;过滤器经过一段时间的使用,积存的污物阻碍水流使其减弱。这时就要对过滤器进行清洁。仪器处于清洗状态时,水流就变成了反方向流动,水流直接到达过滤哭器腔体的底部,再经过沙层反冲上来,将以前捕集的污物,残渣冲起从排污口排出,每次反冲洗后,重新开始正常的过滤。 &nbsp;2.3 公用工程 &nbsp;2.3.1 供水系统 &nbsp;本项目用水由市政管网供给。项目用水主要为洗浴用水、餐饮用水、客房部用水、员工生活用水。 &nbsp;洗浴用水:由于项目主要经营项目为提供洗浴服务。因此,以能提供洗浴服务的人数作为衡量水量的标准。本项目中最大能够提供约 1400 人洗浴,用水量标准为 180L/每顾客。由于项目设置水区,水区水容量为 145m3。该区用水循环使用, 采用砂缸过滤循环, 同时投放次氯酸钾、 明矾及硫酸铜控制水体的微生物、酸碱度、悬浮物等参数,每天更换一部分水,大约一周全部更换完一次。 &nbsp;客房部用水标准为 300L/人 日。 &nbsp;贵州东城明珠综合休闲中心建设项目环境影响污染防治专项 &nbsp;
