中国具有悠久的陶瓷文化,陶瓷材料在人们生产和生活中具有广泛的应用,除了在食器、装饰的使用上,在科学、技术的发展中亦扮演重要角色。但生产加工陶瓷以及高温烧釉(封釉)需要消耗大量的能源,平均每生产、加工 1 吨陶瓷材料需要消耗 2 吨以上标准煤。以白酒类包装为例,据白酒工业协会统计, 2010 年全国白酒的产量为 891 万千升(约 100 亿瓶),其中 28%为陶瓷酒瓶,生产这些陶瓷酒瓶需要能耗量折合标准煤超过 280 万吨,并且使用后的陶瓷酒瓶无法回收再利用,给环境造成巨大的负担。 纳米陶浆是纳米技术高科技产物,既能满足人们对于生活品质的追求,又要做到节能减排的 “低碳生活 ”。采用纳米陶浆,可以在常温下直接喷在玻璃瓶表面,再于 180下 1520 分钟进行热固化,生产出高品质的玻璃酒瓶,从而替代陶瓷彩釉酒瓶,这一新材料及其应用具有低碳、安全和环保等诸多优点。经过有关部门估算,整个纳米陶浆喷制酒瓶从矿石加工到最终 产品的能耗仅为陶瓷封釉酒瓶能耗的1/20。由此可见,采用纳米陶浆加工的封釉玻 璃酒瓶可以节约大量的能源,对于节能减排和环境保护具有非常重大的意义。因此,湖南晟通纳米新材料有限公司拟在望城经济开发区湖南晟通科技(集团)有限公司现有厂区内建设年产 3000 吨纳米陶浆项目。 根据中华人民共和国环境影响评价法和建设项目环境保护管理条例,湖南晟通纳米新材料有限公司委托湖南省环境保护科学研究院承担 “3000 吨 /年纳米陶浆项目 ”的环境影响评价工作。环评课题组主要通过现场考察和收集相关资料,按相关技术导则要求,编制了本项目环境影响报告书。 1.2 编制依据 1.2.1 国家法律、法规、政策 ( 1)中华人民共和国环境保护法, 1989 年 12 月 26 日公布; ( 2)中华人民共和国水污染防治法, 2008 年 2 月 28 日; ( 3)中华人民共和国大气污染防治法, 2000 年 9 月 1 日; ( 4)中华人民共和国环境噪声污染防治法, 1996 年 10 月 29 日公布; ( 5)中华人民共和国固体废 物污染环境防治法, 主席令第三十一号 ; 晟通纳米新材料有限公司年产 3000 吨纳米陶浆项目 湖南省环境保护科学研究院 2( 6)建设项目环境保护管理条例, 国务院第 253 号令 ; ( 7)中华人民共和国环境影响评价法, 主席令第七十七号 ; ( 8)中华人民共和国清洁生产促进法, ( 3)本项目环评执行标准函; ( 4)湖南望城经济开发区环境影响评价报告书(长沙市环境科学研究所,2012 年) ( 5)建设单位提供的其它相关资料。 1.3 评价目的 1)通过对国家和地方的产业政策、城市 及环境规划的了解和分析,论证本项目建设及其选址的可行性和合理性; 2)通过对建设项目所在地周围环境现状 调查、资料收集及环境现状监测,掌握评价区域的环境质量现状; 3)通过对该建设项目的工程内容和工艺 路线的分析,确定项目建成后的工程特点及污染物排放特征。结合周围环境 特点和项目污染物排放特征,分析预测项目建设过程和建成投产后对周围环境的影响程 度、范围以及环境质量可能发生的变化。 4)根据工程分析和影响预测评价的结果 ,对建设单位拟选用的污染治理措施作出评价,论述本项目工艺技术和设备 在环保方面的先进性,环保设施的可靠性和合理性,提出防治和减缓 污染的对策和建议; 5)从环保的角度明确给出项目建设的可行性结论,同时对本项目提出环境管理晟通纳米新材料有限公司年产 3000 吨纳米陶浆项目 湖南省环境保护科学研究院 4和环境监测制度建议,从而为环保决策和管理部门提供科学依据。 1.4 评价的原则和技术方法 1.4.1 评价的原则 1)评价工作应遵循针对性、政策性、科学性、客观公正的原则,使环评工作真正起到 “防患于未然 ”、保护环境的作用。 2)结合当地的发展规划、环境规划,在评价工作中以贯彻 “污染物总量控制 ”、“达标排放 ”等国家环境保护的政策法规等为基本原则。 1.4.2 评价技术方法 1)污染源分析:以本项目可研为基础,通过类比调查、经验公式计算和物料衡算进行污染源分析。 2)环境现状评价:主要采用现场勘察、收集历史监测资料等方法,对环境现状进行评价。 3)环境影响预测和评价:采用数学模型、类比实测和专业判断法等方法,分析项目污染物排放对周围环境的影响程度及达标情况,提出环保措施及建议。 1.5 评价因子 根据本工程工艺特征和周围的环境现状,本次评价因子选择见表 1-1。 表 1-1 评价因子表 废 气 粉尘、 VOCS、甲醛 废 水 pH、 CODCr、 SS 噪 声 Leq(A) 污染源 废渣 废包装桶或袋、污水处理站污泥、粉尘、尾气冷凝液 湖南省环境保护科学研究院 5用的标准如下: 1.6.1 环境质量标准 1、环境空气 执行环境空气质量标准 (GB3095-2012)二级标准;甲醛等特征因子执行TJ36-79 中 “居住区大气中有害物质的最高容许浓度 ”。 2、地表水: 湘江执行地表水环境质量标准( GB3838 2002)类标准,其中望城二水厂取水口上游 1000m 至下游 200m 矮洲子河段执行地表水环境质量标准类标准;沩水执行地表水环境质量标准类标准。 3、地下水: 执行地下水质量标准 ( GB/T14848-93)类标准。 4、声环境: 项目区域,居民学校等敏感建筑物执行声环境质量标准( GB3096-2008)中 2 类标准要求;工业区执行 3 类标准要求,金星大道、桃园路、同心路等主干道35m 红线内执行 4a 类标准。 1.6.2 污染物排放标准 1. 废气 执行大气污染物综合排放标准 (GB16297-1996)中的二级标准。 2. 废水 执行污水综合排放标准 (GB8978-1996)中的三级标准。 3. 噪声 施工期执行建筑施工场界环境噪声排放标准( GB12523-2011)。运营期执行工业企业厂界环境噪声排放标准( GB12348-2008)中 3 类标准。 4、固体废物 一般固体废物处置执行一般工业固
