··································································································································· 84 1 1.建设项目概况 1.1建 设项目名称 XX市通渭至榜罗革命遗址公路建设 工程 1.2项目建设地点 本项目推荐方案路线起点位于 S207线 K216+000处,终点与马陇公路 K37+300处相接(即 2012 年拟建通(渭)陇(西)公路通渭县马营至陇西云田段公路建设工程榜罗支线 K24+100 处),路线全长 55.526km,利用拟建马陇路榜罗支线7.63Km 即到达榜罗革命遗址;另有通往温泉的支线一条,与主线 K7+995.57 处相接,长 4.6km, 终点至温泉桥头, 项目建设里程 60.126km。 拟建项目具体地理位置见图 1-1。 1.3建设性质 新建 、改扩建 1.4建设周期 本项目所在地正在根据西部大开发和国家扩大内需政策大力发展经济,对公路建设迫切需要,因此工程应早开工、早运营、早见效益,根据相关文件精神,本项目拟建议按如下计划安排实施: 2012年 10月底完成工程可行性研究报告; 2012年 7月底完成初步设计,开始项目招投标等前期准备工作; 根据主体工程设计报告,工程计划 2013 年开工,建设总工期 23 个月。 1.5 建设规模 根据甘肃省“十二五”旅游业发展规划,结合沿线乡镇社会经济和交通量发展预测和区域路网结构、等级的配置需求、“西部大开发”提 出的西部地区交通基础设施适当超前、加快建设的原则,以及甘肃省政府确定的公路交通建设实现跨越式发展的总体要求,同时根据公路工程技术标准中各等级公路远景设计年限的适应交通量范围,研究路段里程加权平均交通量超过 5000 辆 (折合小客车 ),按照以上有关对拟建公路的通行能力与交通适应性分析看出,本项目采2 图 1-1 拟建项目地理位置图 3 用推荐的建设标准完全可以满足未来设计年限的交通增长需求,推荐的建设标准不存在剩余。本项目推荐的公路建设规模、技术标准及附属配套工程如下: ( 1)主线 K0+000 K23+800段采用设计速度 60km/h的双向二车道二级公路技术标准,路基宽度为 10m,具体布置为:行车道( 2× 3.5) m+硬路肩( 2× 0.75)m +土路肩( 2× 0.75) m =10m; 主线 K23+800 K55+526.1段及温泉支线地形相对复杂,如采用 60km/h的设计速度,将导致造价增加过大,同时产生大段的高填深挖路段,影响运营安全,并且对沿线脆弱的生态环境造成不必要的破坏,对沿线农田造成大量的侵占。经与项目建设相关单位多方比较论证,并充分考虑本项目的建设资金限制,拟采用设计速度 40km/h的双向二车道二 级公路技术标准,路基宽度为 8.5m,具体布置为:行车道( 2× 3.5) m+土路肩( 2× 0.75) m =8.5m。 ( 2)推荐方案全线长 60.126km。 ( 3)推荐方案全线设置平面交叉 15处。 ( 4)全线共设置大中桥 5座、高填土涵洞 6 道、涵洞 117道、通道桥 2座。桥涵设计汽车荷载等级、设计洪水频率、净空和抗震设防等按规范要求设置。此外为保证路基的安全和稳定,全线设置必要的防护排水等工程。 ( 5)全线配置完善的交通标志、标线、线性诱导标、轮廓标、护栏等安全设施。 ( 6)全线设置综合管理站 1/50 1/50 汽车荷载等级 公路 -级 公路 -级 公路 -级 公路 -级 1.7 征地 ( 1)工程永久占地 该项目公路用地范围为公路路堤两侧排水沟边缘 (无排水沟时为路堤或护坡道坡脚 )以外,路堑坡顶截水沟外边缘 (无截水沟时为坡顶 )以外不小于 3m土地范围,还包括平面交叉、服务设施、绿化等工程的用地。 ( 2)工程建设临时用地 该项目临时用地主要包括临时施工场地及便道、材料仓库、施工营地、加工厂、临时堆土场、取土场和弃渣场等 工程建设用地共 138.17hm2,其中:永久占地 117.03hm2,临时占地 21.14hm2。 在征用的土地中,农业用地共 79.75hm2(包括水浇地 23.32hm2,梯田8.92hm2,坡耕地 47.51hm2),宅基地 2.59hm2,旧路利用 m3、拆除建筑物 0.39 万 m3、表土剥离1.34 万 m3,围堰工程 0.01 万 m3),填方总量 225.53 万 m3(路基工程 223.35万 m3、防护排水工程 0.76 万 m3、桥涵工程 0.02 万 m3、绿化覆土 1.34 万 m3、场地整治 0.05万 m3、围堰工程 0.01万 m3) ,调入方 2.68万 m3(来源路基工程1.28万 m3,绿化覆土 1.34万 m3,场地整治 0.05万 m3,施工围堰 0.01 万 m3),调出方 2.68万 m3(调至路基、围堰、绿化覆土、场地整治等利用),借方 47.96万 m3(取土场 2.90 万 m3,外购块石及砂砾料 45.06 万 m3),弃方 93.42 万 m3弃于渣场(弃于 6处渣场内)。 支线 : 土石方开挖总量为 7.47 万 m3(路基工程 7.09 万 m3、防护排水工程0.26万 m3、桥涵工程 0.02万 m3、拆除建筑物 0.02万 m3、表土剥离 0.08 万 m3),填方总量 4.33 万 m3( 路基工程 4.21 万 m3、防护排水工程 0.02 万 m3、绿化覆土 0.08 万 m3、场地整治 0.02 万 m3),调入方 0.10 万 m3(来源表土剥离 0.08万 m3,桥涵 0.02 万 m3),调出方 0.10 万 m3(调至绿化覆土及桥涵周边整治等利用),借方 1.06万 m3(均为外购块石及砂砾料场),弃方 4.20万 m3弃于渣场(弃于 1处渣场内)。 1.10取料场 ( 1)砂砾、砾石料:路线主要经过牛谷河、苦水河两个料场,该料场具有合法开采手续,储存丰富,级配良好,强度高。本工程建设所需的砂砾石料可从上述料场购买。 ( 2)块石、片石、
