湖南百鑫达投资置业有限公司 进行“中铁·缤纷津城” (一期) 住宅及商业项目建设,项目位于长沙大河西先导区滨江新城片区 。 中铁·缤纷津城位于河西滨江新城北侧,银盆岭大桥与三汊矶大桥(西二环)之间,潇湘大道西侧,福元大桥北侧 ,项目 规划总用地面积为 59399,项目共分三块地块,其中本次建设的“中铁·缤纷津城 B-2-2地块”住宅及商业项目,总用地面积为 39049.5,总建筑面积 123355,项目该地块东临潇湘中路,西临银盆北路,北侧为荒地和南侧为待建双河路。拟建工程内容包括高层住宅并配套建设商铺、物管用房及公建等。 根据 中华人民共和国主席第 77号令 中华人民共和国环境 影响评价法、中华人民共和国国务院第 253号令建设项目环境保护管理条例和国家环境保护总局建设项目环境保护分类管理名录的要求, 湖南百鑫达投资置业有限公司 特委托长沙市环境科学研究所编制 中铁·缤纷津城 B-2-2 地块 建设项目 环境影响报告书 长沙市环境科学研究所 4 ( 11)关于批转长沙市城市环境噪声标准适用区域暂行规定的通知(长政发199414 号); ( 12)、国务院批准的长沙市城市总体规划( 2003-2020)、长沙大河西先导区滨江新城控制性规划 1.3 区域相关规划及环境功能区划 项目位于河西滨江新城北侧,银盆岭大桥与三汊矶大桥(西二环)之间,潇湘大道西侧,福元大桥北侧。 ,没有集中排放的大气污染源。建成投入营运后的主要气型污染物为住户、商业餐饮油烟废气,一般油烟浓度为 2 12 mg/m3。 根据 环境影响评价技术导则 大气环境( HJ2.2-2008) 环境保护部环境工程评估中心推荐 大气环境评价等级的确定标准计算程序计算: Pi 10%,确定大气环境评价工作等级为三级。 1.5.2 水环境影响评价内容及等级 本项目水污染源主要为居民住宅、商业等生活污水,污水排放总量为 460.2m3/d,年排放总量为 16.8 万 m3。 污水中主要污染物有 BOD5、 COD、动植物油类、 NH3-N、SS 等,污水水质复杂程度为简单,且 污水经化粪池厌氧消化处理后由污水管道再排入城市污水管网,污水将纳入长沙市 岳麓 城市污水处理厂集中处理, 根据 环境影响评价技术导则 地面水环境( HJ/T2.3-93) ,水环境评价等级确定为三级。 1.5.3 声环境评价内容及等级 本项目噪声主要来自项目建设期的施工噪声和运营期项目配套通风、水泵等动力设备运行噪声,项目小区内声环境执行 2 类区噪声标准,交通干线一侧执行4a 类区噪声标准,根据环境影响评价技术导则 声环境( HJ2.4-2009),声环境影响评价确 定为二级。 1.5.4 生态环境评价内容 本项目位于河西滨江星城,项目用地目前为荒地,原有建筑物已全部拆除,现已设置围挡。 施工完成后以人工绿化方式恢复植被,为城市园林生态型,以城市绿地、街道和空隙地的观赏树木和花草为主,地块的绿地率 43.31%。 根据 环境影响评价技术导则 生态影响( HJ19-2011),生态环境影响评价 应为三级。 1.6 环境影响因素识别及评价因子 1.6.1 环境影响识别和影响因素筛选 3)水环境评价因子: COD、 NH3-H ( 4)固体废物:固体废物种类和产生量。 1.7 评价范围及环境敏感区 1.7.1 评价范围 ( 1)环境空气评价范围:以项目所在地为中心, 5×5Km 的方形区域。 ( 2)地表水评价范围:湘江长沙下游段。 ( 3)声环境评价范围:项目场地外 100m 范围内。 ( 4)生态环境评价范围:项目所在地范围内及周边 100m 区域的自然生态调查及评价。 1.7.2 环境敏感区及 环境保护目标 根据现场调查和项目工程分析,本工程评价范围内的
