&nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; 1 总则 &nbsp;1 1 总 则 &nbsp;1.1 项目由来 &nbsp;XX 县 XX 化工贸易有限责任公司 新建的 3 万吨硫酸储备项目 ,总投资 1200 万元,其中建设投资为 850 万元 (含环保投资 90 万元 ),流动资金 350 万元。项目 选址于 XX 县 XX 化工贸易有限责任公司 东面荒坡地 ,项目计划用地 11330m2,建设 3 台 5731m3 硫酸储罐和 1 台2170m3 应急罐 及 相应的配套设施,项目规模为 3 万吨硫酸储存(最大)。 2010 年 4 月,项目动工建设, 2010 年 11 月, XX 县 XX 化工贸易有限责任公司 委托 XX 市环境保护科研所进行该项目的环境影响评价时,该项目工程的一套 1 万吨硫酸储罐( 1 台 5731m3 硫酸储罐 1#储罐 和 1 台 2170m3 应急罐和 围堰等 部分配套设施)已建成 ;项目的 2#、 3#储罐待相关手续齐备后再行建设 。本次环境影响评价为补办环评手续。 &nbsp;根据中华人民共和国环境影响评价法和国务院令第 253 号建设项目环境保护管理条例的有关规定,需对 XX 县 XX 化工贸易有限责任公司 3 万吨硫酸储备项目进行环境影响评价,以求得建设项目的经济效益、社会效益和环境效益协调发展。 XX 市环境保护科研所接受 XX 县 XX 化工贸易有限责任公司 3 万吨硫酸储备项目项目的环境影响评价工作 委托后, 随即 成立 该项目的 环评课题组, 进行了 现场勘察 和资料收集、编制了项目环境影响评价工作实施方案,在完成环境质量现状调查、 环境影响 预测分析及评价、公众参与调查等工作的基础上,根据国家有关环境影响评价技术导则和规范的要求, 编制完成本项目环境影响报告书。 &nbsp;1.2 评价目的 &nbsp;通过对拟建工程进行环境影响预测分析评价, 了解 场址周围地区的环境质量现状,查清现有污染源, 污染物种类及排放情况,弄清拟建项目废水、废气、废渣、噪声等污染源的排放 情况及环境风险情况 ,预测分析拟建项目投产后对周围环境的影响,并对工程环保措施 和风险防范措施 进行评估, 并 提出相应的对策和建议 及应急预案 ,为有关部门和该 项目 进行环境管理和污染防治提供科学依据。 &nbsp;1.3 编制依据 &nbsp;1.3.1 法律依据 &nbsp;(1)中华人民共和国环境保护法, 1989.12; &nbsp;1.4 评价技术方法 &nbsp;本评价根据环境影响评价技术导则及相关文献的要求,采用以下技术和方法: &nbsp;(1)环境现状评价 &nbsp;主要采用资料收集、现场勘察、现场监测、数理统计等技术方法。 &nbsp;(2)工程分析和清洁生产分析 &nbsp;主要采用物料衡算、类比分析、查阅参考资料、工艺全过程分析和产污排污系数等技术方法。 &nbsp;(3)环境影响预测和评价 &nbsp;主要采用数学模型及类比调查等技术方法 。 &nbsp;(4)环境经济损益分析 &nbsp;采用因子比较法,进行定量和半定量分析。 &nbsp;(5)公众参与采用项目信息公开、问卷调查等公众参与方式。 &nbsp;1.5 评价的内容及重点 &nbsp;1.5.1 评价的内容 &nbsp;( 1)收集、监测和调查评价区域的环境质量状况,进行环境质量现状评价。 &nbsp;( 2)通过对项目的工程分析,以及同类型和规模的工程类比调研,确定本项目的主要污染因子和污染源强; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; ( 3)对项目拟采取的污染防治措施进行技术和经济可行性分析; &nbsp;XX 县 XX 化工贸易有限责任公司 3 万吨硫酸储备项目环境影响报告书 &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp;
