贵安新区湖磊路为城市主干路,位于湖潮高端制造产业园及磊庄机场以东,主要经过麦坪乡、湖潮乡、石板镇。道路工程为双向六车道城市主干路,设计速度 50km/h,道路红线宽度 44m,路面采用沥青混凝土。 全线长度 11.3661km,估算总投资 175046.72 万元 ,建设周期为 12 个月。 湖磊路是贵安新区核心区东侧重要的一纵,它的建设将贵安新区横向的几条交通性主干路天河潭路、中心大道、黔中路连接起来,使得贵安新区核心区东部的路网有机结合;同时,湖磊路联系着基本已建成的黔中路,为核心区的潮湖产业园、马场产业园先期建设提供重 要基础设施条件。 按照建设项目环境环境影响评价分类管理名录规定,经 贵安新区环境保护局同意 ,本工程应编制环境影响报告书。 2013 年 7 月, 贵州贵安建设投资有限公司 (以下简称 “建设单位 ”)委托中国水电顾问集团贵阳勘测设计研究院(以下简称 “我院 ”)编制贵安新区湖磊路道路工程环境影响报告书。接受委托后,我院在认真分析工程技术资料的基础上,收集本工程评价区的自然环境和社会环境资料,开展现场踏勘和生态调查,委托贵州铭诚生态监测有限公司开展地表水、地下水、声环境和环境空气现状监测,预测评价工程施工期和营运期对自然环 境、生态环境和社会环境的影响,开展环境风险评价,针对不利影响制定相应的环境保护对策措施,拟定环境监测、环境管理和环境监理方案,进行环保投资 估 算和环境影响经济损益分析,按照环境影响评价公众参与暂行办法采取访问、座谈、发放调查表以及网络公示的方式开展公众参与调查,广泛听取社会各界对工程建设的意见和建议。在以上工作的基础上,我院于 2013 年 11 月编制完成了贵安新区湖磊路道路工程环境影响报告书(送审本)。 同年 12 月 27 日,贵州省环境工程评估中心主持召开了贵安新区 湖磊 路道路工程环境影响报告书(以下简称报 告书)审查会。与会人员就本报告内容进行了认真讨论,并提出了宝贵意见,并形成了贵安新区 湖磊 路道路工程环境影响报告书评审意见通过本报告技术审查。依据本报告评审意见修改要求,我院于 2014 年 1 月修改完善了报告,形成贵安新区 湖磊 路道路工程环境影响报告书(报批本)。 在本工程环境影响评价过程中,我院得到了贵州省环境工程评估中心、贵安新区环境保护局、建设单位 贵州贵安建设投资有限公司 、 可研 设计单位贵州省建筑设计研究院等部门及相关专家提供了支持和帮助。在此,我院对上述指导、关心、帮助和支持贵安新区 湖磊路 道路工程环 境影响评价工作的单位、领导、专家及公众致以诚挚的谢意! ”)委托中国水电顾问集团贵阳勘测设计研究院(以下简称 “我院 ”) 开展贵安新区 湖磊 路道路 工程的环境影响评价工作,委托书见附件 1。 1.2 评价目的 及原则 1.2.1 评价目的 从可持续发展角度对 该道路 工程建设进行综合论证,充分考虑本工程可能涉及的环境问题,通过工程分析及区域环境现状调查,在掌握 公路 建设带来环境污染和生态影响情况、排污源强及周围环境特点和 污染现状的基础上,分析预测拟建 公路 的施工及运营对沿线环境的影响程度和范围,并提出相应的经济上合理、技术上可行的防范和减缓对策,其具体评价目的为: ( 1) 对工程沿线评价范围内的自然环境、社会环境和生态环境现状进行调查和评价。 ( 2) 对工程在施工期和运营期中各种工程行为给周围环境带来的影响进行预测和评价。 ( 3) 论证拟建工程的修建对周围环境造成的正面影响和负面影响,提出切实可行的环保工程措施,使工程建设对环境造成的不利影响降低至最低程度。 ( 4) 从环境角度论证项目建设的可行性。 ( 5) 为工程的环境保护设计及环境 管理提供科学依据 。 1.2.2 评价原则 ( 1)科学、客观、公正原则 环境影响预测、评价必须科学、客观、公正,综合考虑建设项目在施工期、运行期对各种环境要素可能造成的影响,为决策提供科学依据。 ( 2)整体性原则 环境影响评价应该与公路建设项目的相关政策、法律法规相互联系,统筹分析。 中国水电顾问集团贵阳勘 测设计研究院 2 ( 3)公众参与原则 在环境影响评价过程中,鼓励和支持公众参与,充分考虑社会各方面利益。 ( 4)一致性原则 根据各项环境要素的评价等级,开展相应深度的环境现状调查、影响预测分析,并提出针对性的环境保护措施。 ( 5)可操作性原则 在 环境影响评价过程中,采用成熟、简单、实用 , 且满足精度要求的评价方法,提出技术、经济合理的环境保护措施,评价结论应该应该具有可操作性。 1.3 评价 依据 1.3.1 法律 、法规 ( 1)中华人民共和国环境保护法( 1989 年 12 月) (
