1国环评证乙字第2735号国环评证乙字第2734号年产2万吨长石采选工程建设项目环境影响报告书(报批稿)编制单位:湖南华中矿业有限公司协助单位:长沙振华环境保护开发有限公司呈报单位:岳阳县长源矿业有限责任公司二一四年五月12341修改清单1、强化评价范围内社会、经济、环境现状调查,村民饮用水源现状调查(见P50-51)。2、核实项目给排水内容,明确用水来源、排水去向(见P23-24),强化采矿区土地利用现状调查(P95、附图9),补充区域水系图(见附件8)。3、完善二个矿区矿产成份分析(见P21-22),根据国土部门矿产储量、开采方案等核实项目采矿规模、开采面积(见附件2-5、P1),核实矿山主要建设内容(见P19-20)、主要设备一览表(见P23)、项目主要经济指标表,说明挡土墙、撇洪沟、废石场建设方案及规格,提出相关建设要求(见P20-21)。原辅材料需明确使用的絮凝剂及使用量(见P23)。4、根据公司安全生产许可证资质范围及开采区实际情况,明确项目只进行露天开采、矿体开采时序,在核定的可采范围外采矿,需另行报批手续(见P19)。5、调查五星开采点下游农田是否属于基本农田,依据环境要素,进一步核实环境保护目标规模、方位及距离(见P16)。6、进一步强化采矿区生态环境现状调查(见P64-66),补充完善(二个)矿区质量现状布点及评价内容(见P55-60)。7、强化工程分析、核实工艺流程图、产排污环节图(见P30-31),核算物料平衡图(见P39),核实水平衡图(见P25);细化开采方式及过程说明(见P29-31)。8、核实选矿区各工序粉尘产生量,有组织、无组织粉尘产生浓度、产生量(见P41-43)。9、核实开采过程总用水量、排放量,补充SS源强;(见P33-34)核实选矿用水量,循环水量(见P43)。10、补充开采过程废土、废石产生量,据此核实工艺过程各类固废的种类、属性、数量(见P37-38)。11、结合项目地降雨量、暴雨期最大暴雨量,核实水土流失量(见P95),强化开采过程生态环境影响工程分析(见P38)。12、强化雨污分流工程措施,强化项目开采区雨水、生产废水的处理工艺可行性分析,强化选矿废水循环利用的具体工程措施及循环利用的可行性分析,强化暴雨期水污染防治措施(见P105-106);强化工程开采区地下水影响分析(见P89),细化地下水污防工程措施;补充工程采矿区对区域农业生产的影响分析(见P87)。13、进一步分析选厂有组织、无组织排放粉尘影响分析,细化粉尘污染防治措施(见P74-77)。14、细化爆破工序噪声(振动)的影响分析,细化爆破噪声污染防治措施(见P89-90)。215、细化各类固废的收集、贮存场所的建设要求,各类固废的综合利用情况、处理处置去向及其可行性(见P44)。16、强化风险影响分析,核实风险源项,提出山洪灾害、溃坝等风险防范措施及应急预案(见P118-119、122-123)。17、按照水土保持方案,落实水土保持措施,强化生态环境影响分析,细化防治水土流失具体措施,强化服务期满后闭矿封场、生态恢复的工程方案及措施,提出生态恢复不得引入外来物种的要求(见P96-97、111-117)。18、在强化采矿区选址合理性的基础上,结合项目地形地势、废石堆存、自然水系情况进一步分析项目选址合理性(见P129-130);补充林业部门意见(见附件15)。结合生产工艺流程、设备布置、污防措施、周边环境现状等,强化选厂平面布局合理性分析(见P130),补充选厂、废石堆场国土部门意见(见附件14)。19、结合开采对生态环境的负面影响,强化项目环境经济损益分析,细化、核实各项污染防治措施投资,完善“三同时”竣工验收一览表(见P109-110、141)。20、强化项目评价范围内公众参与调查对象调查内容(见P135)。I目 言长石是长石族岩石的总称,是一类含钙、钠和钾的铝硅酸盐类矿物。长石在地壳中比例较高,在火成岩、变质岩、沉积岩中都可出现。钾长石,分子式为KAlSi3O8,属单斜晶系,通常呈肉红色、呈白色或灰色。其成分主要为SiO2,Al2O3,K2O,具有熔点低(1150±20),熔融间隔时间长,熔融粘度高等特点,广泛应用于陶瓷坯料、陶瓷釉料、玻璃、电瓷、研磨材料等行
